Introduction


The purpose of this paper is to examine the relevance of "governance"
applied to the Mediterranean region. "Governance" is the most
often described as a fuzzy concept, used in a normative sense:
"Good governance". This leads many researchers to reject this
concept and to deny any heuristic or conceptual nature. yet
the term is necessary in everyday language and even those who refuse
to use face its use or its recurrence in the
literature.
