Résumé
The Phare program launched in 2011 by the DGOS defines pooling purchases and territory as key drivers to improve hospital performance. This program establishes a link between the collective inter-organizational action and the local performance of the group members without raising the issue of collective performance of the pooled action. This article aims at studying how the sharing of hospital purchases recommended by the Phare program makes the evaluation and monitoring of the collective performance of hospital purchasing groups necessary. Based on a definition of collective performance and its determinants, the study in the field of hospital purchases of drugs and medical devices was used to compare two conventional groups with different levels of performance and to identify key factors of performance for these purchasing groups.
